ISLAMABAD: Supreme Court (SC) has issued detailed decision in case pertaining to appointment of engineer on post of line superintendent.

It has been maintained in 6 page written decision by Justice Mansoor Shah one holding higher qualification will not be entitled to post for which lower qualification is required.

Court further remarked that organisational gradation of institution was affected due to appointment of engineer on post of line superintendent.  Institution has to appoint whom and not to appoint whom.

Court cannot decide. Non appointing person with higher qualification is not discriminatory or arbitrary decision. It is not job of court to scrutinise ability of any candidate. There are social effects if man with higher qualification is appointed on post of lower qualification. LESCO refused to appoint engineer Waqas Aslam as line superintendent in 2015. On his approaching court, Lahore High Court ordered to appoint him line superintendent. Later LESCO had challenged court order to appoint engineer as line superintendent in Supreme Court.
