Imran Panjwani violates building rules & regulations ordered by Registrar Societies, SBCA

KARACHI: The provisional NOC issued by Registrar Cooperative Societies to start construction on “J” “X” and “Y” buildings at Karimabad Ismailia Multipurpose Cooperative Society Ltd ST2 (KIMCSL) has stand cancelled by virtue of frequent violations of rules and regulations by the Committee, informed sources disclosed.

According to details on 27-09-2023 Deputy Registrar Cooperative Societies ordered Imran Arwan Panjwani, the so called Hon: Secretary of the Society who was installed by Registrar Cooperative Societies Sindh to appoint an Authorized Consultant Engineer before starting construction work. A Sub-Committee should be constituted to look after the work, it was ordered.

It was further instructed that the work should be awarded after calling quotations/ tenders through at least three leading newspapers i.e. Sindhi, Urdu and English languages. The construction should be in accordance with the approved Building Plan duly approved by the Sindh Building Control Authority (SBCA). 

The Building Plan must be routed through the office of the Registrar, Cooperative Societies Sindh as required under Section 32(5) of the Cooperative Societies Act 2020. All the construction work must be carried out in accordance with the Sindh Public Procurement Act as required under Section 32 (7) of the Cooperative Societies Act 2020. 

All payments to the Contractors must be made through Crossed cheque after proper recommendation of the Authorized Consultant and proper internal vouched bills before disbursement in transparent manner. No publicity for the Building to be constructed should be made through any mode.

The Flats constructed on the Buildings should be allotted / handed over only to the genuine members of the society and strictly in accordance with Sindh Cooperative Societies Act/ Rules 2020 and approved Byelaws. 

The Deputy Registrar Cooperative Societies made it clear that his office will not be responsible for any sort of complications and litigation in this regard. In case of contravention or referred legal formalities this order shall stand cancelled without notice, the Deputy Registrar Cooperative Societies order concluded, the sources added.
