KARACHI: As Karachi’s planners speak of a vision for 2047 the city’s current state stands as a cautionary tale. Decades of unregulated construction ignored zoning laws and unchecked expansion have left Karachi suffocating under its own urban chaos. The idea of a new master plan sounds ambitious but unless the system that ruined the last one is reformed, this too will remain another paper exercise.
Civic activists and urban experts allege that certain officers within the SBCA, KDA, and KMC have systematically undermined Karachi’s urban planning for private gain driven by personal whims favoritism, and, in some claims, bribery. These allegations arise from questionable approvals irregular permits and consistent violations of planning regulations, suggesting that financial interests have long replaced professional integrity in Karachi’s planning institutions.
The government now speaks of Karachi’s Master Plan 2047 as a fresh beginning. But the irony is hard to ignore: the same bureaucratic structure that sabotaged past plans is being trusted to rebuild the city’s future. Five months have passed since the project was announced funds remain unreleased and key technical appointments are still pending. Experts warn that without qualified town planners urban engineers and transparent governance Karachi’s future plan risks becoming another failed file in the archives of Sindh’s urban mismanagement.
For a genuine turnaround, the government must ensure that planning is led by experts not bureaucrats and that every permit, policy, and public project is subject to independent audit and citizen oversight. Otherwise, Karachi will continue to grow but without direction design or dignity.
