Registrar of Societies avoids audit of accounts, promoting corruption

KARACHI: Bureaucracy of Registrar Cooperative Societies is playing havoc with residents of various member societies by patronising unscrupulous elements involved in embezzlement of millions of rupees and making life miserable for honest taxpayers by regularly avoiding audit of accounts.

One such case is related to members of Karimabad Ismailia Multipurpose Cooperative Society Ltd. who were suffering for last five years in hands of administrators appointed by Registrar Cooperative Societies, while matter has now entered Court against inefficient officials of Registrar office.  Concerned residents have filed suit in court of Vth Senior Civil Judge (West) at Karachi/Special Court for Cooperative Housing Societies (Karachi Division) against government of Sindh Jahanzeb Administrator, Karimabad Ismailia Multipurpose Cooperative Society Limited, Registrar Cooperative Societies Sindh, Deputy Registrar and Assistant Registrar Cooperative Societies-IV.

They prayed to Court to pass judgment and decree in favour of plaintiffs and against defendants: to cancel Order/Notification #RCS/KYC/58/2023, March 9, 2023, Order/Notification #RCS/KYC/79/2023 dated April 6, 2023, Order/Notification #DRCS/KYC/139/2023 April 19, 2023. They also requested to restrain Jahanzeb Administrator Karimabad Ismailia Multipurpose Cooperative Society Limited to conduct such fake/biased election in general body meeting held on May 7, 2023 by misusing their powers, which was complete violation of Cooperative Societies Act. Earlier, concerned residents/members of Karimabad Ismailia Multipurpose Cooperative Society Ltd in their letter April 17, 2023 addressed to Registrar Cooperative Societies Sindh Karachi Camp had informed and brought matter to his urgent attention as election schedule was not issued as per order and registered byelaws/amended of Karimabad Ismailia Multipurpose Cooperative Society Ltd ST2 besides some other errors which were corrected by his office after circulating election schedule April 5, 2023.  They pointed out that post of board of directors consists of chairman, hon secretary, hon treasury and (5) directors as per registered/amended bye-laws were clear about these posts for which elections were held in past especially in 2016 under supervision of Nazir of court and his own office. In schedule issued, it was stated that elections were to be held for post of Chairman, Vice-Chairman, Secretary, Treasurer, and (7) directors. This was totally misleading and misguiding members of Society which looks like deliberate act with malafide intentions, as it clearly suggests malafide intentions on Registrar’s part and on part of administrators.

They mentioned that last two (2) schedules of elections by administrators of Society were postponed at very last moment after members went through whole nomination process election schedule March 16, 2020 reason that some members were asking for complete audit of accounts before election. Application by some members suggested and also electoral fraud committed by one non-member (who is not flat owner/nor holder of any shares) whose nomination form was approved by election officer (an illegal act) as was accommodated by Registrar Office (A.R Assistant Registrar Muhammad Usman Khaskheli) and person in question was Imran Arwan Panjwani ex-President of Karimabad Cooperative Housing Society ST3 on record. In spite of strong protests from residents and members concerned so rather than taking strict action against this illegal act elections were postponed. Then again in 2021 Elections were postponed for same reason along with that NAB placed ban on elections in Society which was not true rather demand for complete audit of accounts. But audit demand has yet not been fulfilled, concerned residents added.
